- Dlaczego uchwalono Powiatowy Program Rozwoju Pieczy Zastępczej na lata 2012-2014 i i co jest głównym celem tego Programu? - Jednym z zadań ustawy z 9 czerwca 2011 r. (weszła w życie w styczniu 2012 r.) o wspieraniu rodziny i systemie pieczy zastępczej jest opracowanie i realizacja 3-letnich programów rozwoju pieczy zastępczej. Cel to stworzenie systemu, który zapewni właściwą opiekę i warunki do wychowania, kontynuowania nauki, a także pomoc w usamodzielnianiu się dzieciom pozbawionym całkowicie lub częściowo opieki rodziców. Cele będą osiągane poprzez działania o charakterze profilaktycznym, interwencyjnym i naprawczym. Wyodrębniliśmy 5 celów szczegółowych, w których określone są działania, przewidywane rezultaty, wskaźniki realizacji oraz wskazani konkretni realizatorzy Programu (jednostki pomocy społecznej, różne instytucje związane z działalnością na rzecz pomocy dziecku i rodzinie oraz organizacje pozarządowe). Po zakończeniu każdego roku będziemy dokonywać oceny realizacji działań, głównie w oparciu o wskaźniki, które pozwolą na ocenę skuteczności działań i wskażą w jakim kierunku pójść, aby osiągnąć zakładane rezultaty. W zależności od nich program będzie aktualizowany. - Czym charakteryzują się wymienione działania? - Profilaktyczne polegają na tworzeniu lokalnego systemu ochrony dziecka przed koniecznością wychowywania się poza rodziną oraz zahamowaniem wzrostu liczby dzieci przebywających w różnych formach opieki zastępczej, pracy z rodziną biologiczną, odpowiednim wsparciem młodzieży i rodzin (biologicznych i zastępczych). Z kolei w działaniach interwencyjnych chodzi o zbudowanie systemu pieczy zastępczej zapewniającej czasową opiekę i wychowanie dzieciom pozbawionym opieki. Ważnym punktem są działania naprawcze polegające na wspieraniu rodzin biologicznych, mające na celu powrót dziecka do środowiska rodzinnego. Sprawozdanie z wykonania Programu będzie przedstawione Radzie Powiatu. - Jakie nowe elementy pojawią się w Programie? - Wcześniej nie było podobnego dokumentu. Wszystkie działania, które zostały tu ujęte były przez nas już realizowane, ale dopiero teraz zostały ujęte w określone ramy i założenia. Nowa ustawa nałożyła na powiaty szereg nowych zadań, na których realizację powiaty nie mają wystarczających środków. Nie idą też za nimi konkretne środki z budżetu państwa. Obecnie pod opieką PCPR znajdują się 132 rodziny zastępcze, w których przebywa łącznie 190 dzieci pochodzących z terenu powiatu tczewskiego.
